The Proteus Project

The Childcare Enterprise Programme is a two year project funded by the European Union under the Peace II programme through PROTEUS (NI) Ltd, which commenced in April 2006.
The project sets out to build the capacity of 24 unemployed / low paid individuals from Lisburn and Belfast over a two year period to take up the opportunities and acquisition of skills which will lead to either employment or self employment in the childcare sector.

The project is aimed at individuals who have been unable to access childcare employment/self employment due to family commitments or lack of relevant skills and qualifications. Participants follow the training outline below over a one year programme:

City & Guilds NVQ Children's Care Learning & Development Level Three ... 3 Hours x 45 Weeks
Accredited Emergency First Aid ......................... 3 Hours x 3 Weeks
RSH Food Hygiene ............................................ 3 Hours x 3 Weeks
OCN Building Good Relations .............................. 3 Hours x 10 Weeks
Entrepreneurship Training ................................. 3 Hours x 12 weeks

As this programme is vocationally based participants are required to undertake placement training at a local childcare setting throughout the programme.

The project seeks to:
1. Address the problems of unemployment and increasing employability by providing participants with accredited skills which will lead to self employment.
2. Overcome barriers to learning and self-improvement experienced in marginalised and socially excluded areas through providing local and accessible provision.
3. Target people who traditionally have been excluded from mainstream learning activities by offering activity that is of perceived usefulness to them.
4. Target individuals experiencing disadvantage and exclusion to access labour market services and facilitate alternative options.
5. Assist toward generating a community, which through learning, will be prosperous, confident, at ease with itself and others and exhibit high levels of well-being.
6. Bring together individuals from different religious and political backgrounds who would not normally come together to undertake training of this nature.

The programme will have a substantial positive impact on the planned regeneration strategies for Belfast and Lisburn providing the community with a pool of potential qualified childminders. Increasing community participation and action in addressing self employment issues is a key plank in regenerating socially excluded areas. This opportunity would not be available without EU funding.
